You are required to use http://www.blogger.com as your blog platform as it is free, easy and hosted. You are also required to select 'dots dark', a template designed by Douglas Bowman, for your blog.
How to set up your blog?
- Sign up for an account on http://www.blogger.com
- Create the URL and name for your blog (you can change the name later, the URL is permanent)
- Select the template 'dots dark'. You need to scroll down the page to find the template
- Start posting (i.e. it really was that simple to create the blog).

After creating your blog you have to make it effective. It is required that you know your readers intersts, to keep their visists regular.
One way to acheive that is to introduce polls on your blog. Polls are surveys of opinion using sampling. They can be about opinions or facts and are usually designed to represent the opinions of a population by asking a small number of people a series of questions and then extrapolating the answers to the larger group.
